Healthcare rates are often the same as in other domains; the hours are higher. Four factors add most of them.
Compliance documentation
Regulated products need test evidence that an auditor can follow. For medical device software, IEC 62304 sorts software into safety classes A, B and C, and the required verification and documentation grow with the class. FDA's guidance on premarket submissions for device software functions sets a Basic or Enhanced documentation level, which changes how much test evidence goes into a submission. Systems that keep regulated electronic records fall under 21 CFR Part 11, which often means validation work such as IQ/OQ/PQ protocols and a traceability matrix. Ask the vendor to price documentation as a separate line.
PHI-safe test environments
Testing with real patient data brings HIPAA obligations to the vendor. A vendor that handles protected health information for you is a business associate and needs a business associate agreement. Most teams avoid that exposure with synthetic data or data de-identified under the HHS de-identification methods. Building such data and a separate, access-controlled environment takes time. HIPAA compliance testing checks whether the software enforces the safeguards in the Security Rule, such as access control, audit logging, encryption and integrity controls. The current rule requires a risk analysis and periodic evaluation; it does not name penetration testing as a separate requirement. A proposed update to the Security Rule, published on 6 January 2025, would require vulnerability scanning at least every six months and penetration testing at least once a year.
